GE toploader stuck in final spin

This GE top load washer will only spin. No mater where the mode dial is set to, when you press start it will do a final spin for 5-7 min and finish. Press start for a new wash cycle and it just starts the final spin again
Help please, is this a timer or circuit board problem????
