If there is not 48 volts going to the relay for the motor after you release the start button, the board is bad.

Maybe both Relays are bad (or the Controller).

Try swapping them back, to see if the Heater stays ON while holding the Start Button.

If it's not a bad Motor Relay, it may be a bad Controller Board, not the Start Button.
