Magic Chef Compact Fridge Not Working

My son's "dorm room" refrigerator (Magic Chef MCBR360S) is not working.  When plugged in, it runs for a few seconds (hums) then stops (silence).  A finger-sized copper tube on the back is corroded (black and green).  What is that part?  Could that be the problem? It does not look serviceable. Is it worth fixing (having it fixed by a repair person), or should I dispose of it?  In case you couldn't guess, it was made in China.

No.  Where is the relay?  What does it look like?

I finally got around to pulling the relay.  The sound it makes when shaken is a click, click, click (with 3 shakes) that has a bell-like high frequency component to it.  This "rattle" is quite easy to create, with barely any movement causing it.  Do you think it's bad?

The numbers on it are 265RFBYY -520  F0B5K

The part I mentioned previously is the "motor protector" .  The relay (part number P6R8MC) actually makes no noise when shaken.  Is it bad?  Or is the relay you mentioned actually a combination of the relay and motor protector?

Hard to say on those particular ones. Can you smell anything burnt. Are you getting power to that relay?

It was the relay, as suggested. THANKS!!!

(Although, in this case, both the bad relay and the new one were silent when shaken.)
