Kenmore Electric Range - Oven Elements?

I have a  Kenmore Electric Range 790.9442. The surface elements are working fine, but the oven is not. The Bake Pad functions work but the elements top and bottom are not activating (heating up) at all after the "beep". Is this an element(s) problem in which in needs replacement or is there something else I need to check? Any advise on trouble shooting will be appreciated. Thank you.

Most common failure when neither bake nor broil elements heat is bad control board. Sometimes a shorted element can short out the control so before replacing the control check both elements for proper resistance readings.

Also check the thermal cut out(s).  Just fixed a Bosch with the same problem. Bake, Broil and clean all showed working on the display but no element was getting hot.
