Inglis washer not working

I hoping for help on this compact front loader.It is a whirlpool made washer that does nothing. Power to the unit is fine all lights on front work. There is water in it so it must not have finished its cycle and has not drained. The spin basket moves about a quarter turn once or twice when set on wash but nothing else. If set to rinse /spin nothing happens It does not have an electronic display so there are no error codes. I have not looked any further into it because it is in a tight spot and I was hoping for help before any dismantling or testing
