Inner burn not turn on

I have a kenmore electric ranges stove about 7 years old , it dual element , i have a problem  with this stove , when i turned the switch on halft way the inner element the heat should be on , but when i turned to full only the out side element was worked, i tried to replace the infinite switch it still the same problem . Its possible  the bruner it no good.
