Roper RES7648KQ0 won't heat

I have 240 V at the outlet ( I even rest the circ. /breaker anyway and re-checked), .... AND I replaced those thermal limit cut offs P/N # 279816 ,  AND REPLACED the Heat Element Coil P/N# 279838    and ..STILL no heat! ....what do I need to do now!
