GE refrigerator Compressor not coming on

Checked 120v from J7-9 to J11 it was present

102v not present @ compressor

Tried the diagnostics by first putting both sides of temp. control at 5 then holding for at least 30 seconds.

manual says display will then read zero and blink letting me know it was in diagnostic mode.

However display stayed at 5 on both sides of temp. control.

When moving control (either side) to zero....once at zero both sides then went to zero and blinked.

Then when moving one side or the other of control up when reaching 5 both sides of temp control

went to 5. cant seem to run diagnostics when this is happening.  Everything else works on refrigerator....

condensor fan...evaporator fan....etc.
 
Any ideas?
