41 volts to water fill valve

No if you do the pump will run continuosly because they are on the same circuit path. I've had this same problem and I can tell you it is not the triac that is the problem either because I replaced it and the low voltage persisted. I think the problem lies in the main IC chip not suppling a proper signal to the base leg of the triac.

How could a direct wired neutral wire to the water fill valve effect the drain pump?
It would start at the incoming power supply and terminate at the fill valve.
Return path would terminate at the float switch.

Because they are controlled by the same line relay the triac acts as a neutral switch to power the individual components.
