Freezer is cold, but refrigerator is not.

This refrigerator is in a rental I just purchased, and the tenant says that the freezer is working properly, but the bottom is room temperature or just a few degrees cooler.  Setting the refrigerator control to max cooling did not help.  

I assume the compressor is OK since the freezer is cold, and that this is just a control issue between the freezer and refrigerator.  Is there a common issue here that I can check?

I just emailed my tennant and will let you know if it's running.  Should the fan be running all of the time?

The fan in the freezer will only run when the compressor is running.
