Atlantis motor problems

My mav8260awq would not spin, so I removed the belt ans was able to turn the pump by hand.  Next I focused on the motor.  When I turn the washer on in spin cycle the motor would hum and the pulley would not turn, but I was able to turn the pulley by hand and it would kick on, so I turned the machine off and the back on and the same thing happened.  I figured that the motor had a bad phase so I purchased a new one, but the samething is happening.

The transmission pulley releases the tub ok?

Sounds like a start cap to me, but if it gets agitated then it probably is the control like JW
says.
