Depending on what side of the 220 is missing the 110 volts a dryer may run and not heat.
The motor only needs 110 volts to run.

Once again depending on what side of the 220 is missing it may not even run if one side is missing the 110 volts.

For it to work right it needs to be connected to 220 volts under a 30 amp breaker on a dedicated circuit. 110 will not cut it.
