Maytag Neptune does not spin - replaced control board looks OK

I Read the prior posts and have been through the troubleshooting flow chart.  Here is what I've found:

The washer continues to agitate but does not spin when the timer points to spin phase in all of the cycles.  The lock door light comes on.  

The wax motor and control board were replaced in 2003.  The motor has the black plunger and tests at 950 ohms.  The Wax motor engages when the cycle starts.   Both the microswitches indicating door latch work (continuity across door lock enable switches when WM is extended).  The R11 and other resistors on the control board look fine.  The wax motor does take a couple of minutes to disengage.

The out of balance circuity with the sensors in series has continuity when the washer is quiet.  

Do I need to replace the control board again?

You might have to look closer at the timer input chart. It must work in conjunction with the machine control to initiate a spin. If not, it will continue to tumble as though washing, back and forth. Notice you are going to be checking both AC and DC circuits.

I usually  remove the machine control from its mounting position and flip it over to inspect all the circuit paths on the green side of the board, especially near the bottom edge. Moisture can cause it to degrade.

I reassembled the chassis so I could run it and test voltages, I plugged the washer in and the R3 resistor on the Machine control board smoked (I did not start the washer).  It is next to the timer motor connection.  I could hear the timer motor try to run while this happened.  Sounds like the timer and control board?  Or maybe its time for another Washer.

correction: R52 smoked not R3
Resolution.
I  changed the timer,  as well as the damaged control board and the washer now runs.
