Brad one of those burners has a bad temp probe. The way it works is a temp probe is mounted atop each burner. When a burner comes on the probe gets warmed and turns the indication light on. When the burner cools off the temp probe is supposed to open and shut down the light so you won't accidently burn yourself. The way I would go about finding the bad probe I would wait till the unit is cool and check each burner. The one with the continuity on the temp probe would be the bad un. Another way would be to unplug a wire on each burner till the light goes off being careful not to short out a live wire or get electrocuted in the process.
