Roper Dishwasher Won't Drain

I have a Roper dishwasher circa 1995 that will not drain.  I run through the complete wash cycle and at the end I open it up and have a tub full of water.  I removed the service panels at the bottom front of the washer and watched from below as the cycle ran.  Because it is not draining the water and soap leaks out at the bottom edge of the door panel.  After inspecting the tub I can see that the water eventually gets above a certain level and then leaks at the door.  I am not sure where to start with this because I am new to dishwasher repair.  I checked the float and it seems to move freely up and down.  Beyond that I am just getting started.  Thanks for any help you can provide.

I assume you have checked the drain hose discharge connection at the disposer.
Is the pump running when it is supposed to be draining?

In other words, if you set the timer to the end of any wash cycle, can you hear it running?
