Freezer not cold enough

11 yr. old GE Monogram side-by-side built in refrigerator works, but freezer is not cold enough at max cool setting.  Top of unit is cold enough to keep & make ice, next shelf is cold enough to freeze food, but lower shelves & door shelves won't keep food cold enough to freeze.  I assume we need the repair man?

Is the Freezer Fan working ?

Are the Door Gaskets good ?

Try the George Washington test ...

Close the Door on George and slide him around the Door Gaskets..
he should stay snug ..

Look for frost on the back side of the freezer compartment.
That is a sign of a bad defrost heater. Remove the access panel in back of the freezer and look for ice buildup. Report back.

Freezer fan seems to be working, gasket is tight.

There's no ice buildup in the back of the freezer compartment.  (I'm assuming you meant on the inside of the freezer, like behind the ice bin & a plastic shield over the light bulb.  If you meant the back as in behind the whole refrigerator, I can't tell...it's built in & I didn't undo that)

I cleaned the dust as described in the user manual, but there wasn't much there.  (This is behind a cabinet-like screen above the refrigerator, where the mechanical stuff is located.)

No - there's no frost anywhere

If you or someone in your household can turn off the fridge,then remove the back panel inside the freezer to access the evaporator coil, I think you will find the problem.
The upper portion of the coil will be frosted,maybe iced up.
If so, you have a sealed system problem requiring an extensive repair or a new refrigerator.
