You did everything right so far except to provide the model number

You're going to need a volt/ohm meter to find out what failed, most likely it is the thermal fuse or the thermal cutoff. These parts would show full continuity when tested with the OHM meter. Your parts are set up as shown below:

sorry for my ignorance, should the dryer be plugged in while I am checking for continuity?

No, and that bothers me a little...just how do you know for sure you have 240 volts at the wall plug? You claimed to have power to the dryer, so how did you verify this?

Anyway, continuity checks are done with the power cord unplugged. A meter sends a 9 volt charge thru the part to be tested to see if there is a complete circuit thru it.

The reason I know that I have power to the dryer is because when I turn the dial to any specific I can hear the timer clicking.

I have attached a picture of my OHM meter to see if can tell me what setting I should set it to check the Thermal Cutout and Thermal Fuse for continuity.

What reading am looking for when I am checking these items?

On the lower left quadrant is the OHMs section. Set the dial to the lowest setting and place your leads across the 2 wires on the thermal fuse, then the thermal cutout. There should be a reading of 000 or close to zero if the part has a complete circuit. Let me know what it reads after you check it and we'll go from there.
