All whirlpool-made toploaders use 2 spray rinses (12 second each) in the Spin cycle to help push suds out of the spinning load centrifugally. Normal behaviour  (it's noted on the wiring diagram also)

Ok I have the washer in the house now and testing it. I did Normal wash with a smaller then average load of towels. It filled, agitated for awhile then half way to the rinse cycle it started draining. Not spinning, just draining. Then it started spinning just before the rinse cycle. Then it started refilling, agitating, then draining again without spinning. Here I opened it to see and the tube jurked just a little. Then when I closed it she started spinning about half speed. Then did final spin.

Is draining without spinning just draining normal? And when it was draining the rinse cycle should it have been spinning from the start?

It's time to replace that timer, as Jumptrout suggested. Now it is apparent that it is bad.

Yeah I know. This was given to use from my inlaws. The one we have works. Just it's load and shacks like crazy. Looks like I can get a used timer off ebay for about $50.

ok looks like they don't spin during the drain cycle...

Everything I saw is normal operation.
Your click...click... is the timer advancing to the next interval for normal operation.

No the clicking is gone. I had the clicking noise when I installed the clutch wrong. Now I was just worried about it not spinning when it was draining. But from the video I found (not of my washer) it's normal.
