Kenmore Washer 417.43142300 - no spin/agitate. replaced speed contrl brd

This is one I can't figure out. On my Kenmore washer -model# 417.43142300, it had no spin or agitate but all other functions worked (Door lock, water draining, final spin light lite). 

Pulled back cover, found the speed control board had a blown fuse, so ordered a new one.  Replaced it: washer now does agitate back/forth but very slowly, BUT it still does not have any final or high speed spin.  Water drains, lock is on, final spin light on.

I'm questioning whether the new speed control board is bad or is the wrong one. 
Looking up the washer model # the speed control board is part # 134149220


However the original one i pulled out of the washer had Frigidaire part# 134285700. I guess the old one is superceded with this new #.

Anyone have any ideas on what to do? Should I get another speed control board?  Anything else that could cause it to do what I described above?

 The 417 prefix in the model number means it was made by Frigidaire. Did you try replacing just the fuse on the old board?

The new speed control board and the old one I tried replacing both have the same type of fuse-- 1 1/4" 12A 250V ceramic with PigTail leads. The fuse is soldered into the board....So far, I can't find anything that is similiar to those....so, No, have not replaced the fuse yet...still trying...A

Are you sure all the water is draing out? If not it won't go into high speed spin.
Take the pump off and check for blockage, part # 137108000

Removed the pump, checked for blockage--it was clear, impeller in the pump rotates..looked into the down tube from the TUB, it was clear.

Just measured the resistance (per the paperwork inside the washer) of the spin motor. On the 6 Pin plug going to the motor, pins 1, 2, 3 all measure 2.6ohms (1-2, 2-3, 1-3).  So not sure what to do? I'm going to try another spin control board as I can't think of anything else that could be wrong... Ideas? HELP!!!!!

I had the same issue- slow speed on spin. I replaced the board , and it was fine for 1 load. The next load, it went back to a slow spin
