maytag d/w wont start after board change

BrntToast:
changed board cause original was dead/blank

new board lights and accepts all diff cycles/options but once start is pressed the display flashes 21 and heat delay light comes on, no other motors try to start

anyone know what if anything the 21 means? i am assuming its a fault code, cant find anything about it in any manuals and the tech sheet is no help with this either

oh also machine will not enter self diagnostics
