Kenmore refrigerator not getting cold

I noticed the refrigerator not getting cold, so I took the freezer back panel off and noticed the evaporator coil frozen.  I figure it is the defrost timer.  Is there a way to test if it is that or if it could be something else?  Thanks.

These newer machines have the timer mounted next to the cold control. older ones underneith in the right rear. The timer may have gotten stuck in the run mode. Advance it a hair to see if the defrost goes into action. I have an old school essay on how the defrost system works:

Thanks for the good advice.  The timer was located next to the thermostat and was about a ten minute job to replace.  Your link was very informative.  Frig is working fine now.
