Kenmore Top Loading Washer

During the spin cylce the rinse water keeps running. I unplugged the washer and removed the water supply hoses from the back of the washer and tried to blow through them to see if the valve(s) were open and they were not.  I then plugged the washer back in and put it in the spin cylce and water dripped out of the valve which made me believe the valve (s) had opened. What do you think my problem is?

In the spin cycle the water valve opens to help flush soap and lint from the clothes during spin. It is intermittent then stops before the spin cycle is over.

The water never stops running during the spin cylce therefore the clothes are dripping wet when the cycle is complete.
