your saying the breakers were replaced makes me think that they might have been installed wrong
i cant think of anything that can make all surface units and the oven quit at the same time
quick theroy.... each side of the range plug is 120 volts, but each side must be out of phase to give a true 240 volts, if breakers are installed and tested wrong you will still have 120 volts on each side, but these 2 sides combined give 0 volts not 240 volts and elements will not heat, but the clock,lights and utility plug will still work
in saying that, did the person that tested your plug have a good working knowledge of electricity? cause your neighbor that has the glowing volt stick or poor knowledge of electricity might think there is 240 volts when in all reality the plug or breakers are incorrect
