My washer the agitator will not move, spin, it makes a whinning sound, it will drain and makes the same sound. Can anyone help

That is a broken coupling. Easy to fix. Remove the cabinet to access the innards. The pump and motor have quick unions that come loose in a matter of seconds. The coupling is located between the motor and transmission. Use this guide:

No belt. The coupling posted by JW is the drive mechanism. Use this video to access and change the coupling. No need to remove the pump, just push it aside.
