GE Washing Machine

My washing machine will fill up with water and do this continually, it will not stop to agitate anymore.  Also as it is filling up it is draining at the same time and our water bill has jumped up.  Can you please let us know what we need to look at or replace?  I have 3 kids and need to be able to do the laundry and cannot afford to go to the laundry mat.  Thanks for any help that you can give me.

Is your drain hose set higher than the tub?

Our washing machine is in the garage and unbeknownst to us, our son had moved it out to get a tool that he had dropped and the hose had fallen.  I feel stupid for not checking this out first, but it is now back up where it is supposed to be and is now working fine.  Thank you so much for all your help.  You guys are great.
