Something is binding up the motor. Could be something in the pump, as they are all driven by the same belt under the machine. Is there a burning odor accompanying this situation?
While the machine is empty, unplug it and lean it back against the wall so you can see the belt and the 3 pulleys. You can easily slip the belt off with your hand, and turn each pulley to see if one of them is frozen up or difficult to spin. Report back, please.
