My washer won't drain.  I unplugged it and mannually turn the belt, it turned but at one point it frozed, felt resistence and it turned after I applied more force.  Is this normal or does this mean something is wrong in the pulley?

Appreciate any help/advice.

The water pump has a clog or the shaft is seizing.
If you find no clog ...replace the pump and you should be good to go.

How do I check for clog?  Is water pump located between the hose connected to the tub and the hose that goes outside?

Yes. That is the pump.
Remove the hoses. Then remove the mounting bolts. Remove the pump and look inside.
Given the age of your machine I would replace the pump regardless.

The flap will break on them pumps too. On this washer the motor turns in one direction only. It uses a solenoid wigwag to shift gears in the tranny AND open the drain flap. If the flap is broken the water won't drain. Seen it.
