GE Washer Off Balance

So first, I hate to say it but my hubby is not handy :tickedoff:

My POC GE is off balance and here is my question, does the basket/motor/transmission set on the floor at all?  I only ask cause the washer is sitting on the floor of my laundry room on it's belly with the base plate pulled off of it's rivets (are you starting to get a picture here?) and from the manual it looks like nothing sits on the base, but is supported from the top instead. Is it steadied at the base at all?

One more, there is black crap all over the base from the belt, any ideas why?

I tried to pull up your model number to no avail. Let me get this straight? the washer is laying prone on the basement floor with the  base yanked out of it?

yep, I really should take a picture and post.  If it wasn't reallybroke before it probably is now.

The washer is a top load bottom of the line el cheapo GE

Just order 4 of these and it should be fine. The support rods and suspension assembly has worn out. No tools required, the tub  lifts off of these at each corner.

After getting it back upright we discovered the spin basket was wobbling around.  After pulling off the agitator, found the hub nut was loose, tightened that and the basket quit wobbling.  As of now, problem seems fixed.  It is still a little jumpy but is working okay now.
