Whirlpool Quiet Partner II dishwasher

Dishes are not cleaning. I have checked the filter, grinding wheel, gets plenty of water and drains fast. My question is how much water should be in the tub when full ? I just noticed that when full, water accually is touching the heater element. If to high a level can you adjust it. Or any other ideas would be great.

Your water level sound about right.
Make sure both spray arms are not blocked internally and they both rotate.
