Kenmore Washer - motor buzzes, fills but no agitate or drain

Washer fills and the motor buzzes for a few seconds, then it shuts off, then buzzes again, etc. Washer will not agitate, spin, or drain. The drive belt had some big cracks in it and was very loose so I replaced that but nothing changed. Any ideas?

If you could do some voltage tests...

Does the Motor run with the Belt removed ?

it may be the Timer (N.L.A.) or the Motor (N.L.A.) or maybe even the Transmission  $ 220

The Timer may be able to be opened and cleaned ... (maybe not)
