Drum Does not turn

LG DLG3788W dryer. - The drum does not turn when pressing start.  The dryer "humms" as though it is trying to start.  If I turn the drum by hand, sometimes I can get it to "jump start".  It is harder to do this when there is a load on the motor.  However, I can get the drum to spin easier when when the dryer is empty.  I did however get the drum to spin in the opposite way once.  I could not duplicate this a second time (from my previous experiences, this means there is a bad winding in the motor).  I have the service manual, but haven't been able to do any tests.  Any additional ideas or a starting point to troubleshoot would be greatly appreciated.

With the Belt removed, can you turn the Motor Shaft by hand easily ? noisy ?

Check the Rollers...

Will the Motor Start without the Belt (Belt Switch held closed) ?

The start coil is probably shot on the motor if you can "jump start" it.
