Amana top loading washer won't drain, spin and pops circuit breaker

Is this the motor?
with the belt off the motor spins without a load on it but when belt is on and plugged in I just get a overloaded motor sound with nothing moving and the lights in the house dim then breaker trips.

Could be the motor. As long as you used a voltmeter to monitor the voltage when you switched the machine on. If the voltage drops off of 120 volts at the wall, you have electrical problems on that circuit. If the wall plug for the washer has 2 outlets, you can use the empty one to monitor current drop during the test.
