Frigidaire Oven upper element not fully heating up on bake cycle

My oven is not heating up properly on the bake cycle. The upper element gets hot but will not glow red and items won't bake properly on the top surface.
The element works fine on broil so I know the element works. I'm not sure what else to be checking next.
Any help would be appreciated.

All Oven upper Elements are for Broil, they're not designed to work during Bake,

On some ranges the upper element will come on for pre-heat. Then will shut off to let the bottom element maintain the set temperature.
If you are baking poorly you first should verify your oven bake temp with a separate oven thermometer. Compare this reading to your oven temp control. It is not unusual for temps to be OFF by 25 degrees vs the oven control setting. Some can be recalibrated, others you simply have to + or - your oven control.
