The motor runs and them it dries and shuts-off at the end of the cycle

That's correct no water is entering on the rinse cycle. However, I just started the machine on the Heavy wash cycle and let it run about 5 min., then I  canceled /drain the Heavy cycle and when it finshed draining and cycled off, I started the Rinse Only cycle and it rinsed, drained and dried.

You pretty much eliminated everything but the electronic control when you did that.
