GE dishwasher leaves soap behind

My dishwasher leaves behind soap on the dishes.  Sometimes it leaves food as well.  It seems worse on the dishes on the top rack.  It does fill with water.  Help!

Original poster here.  I just wanted to add that at times I see detergent in the cup still.  It is open, but there is dried detergent in it and I can see a line of detergent going down the door.

Remove and inspect the upper spray arm it is likely clogged with debris and not spinning therefore not rinsing from the top down.
