Washer will not ring water out of clothes

My washer made an awful noise the other day and when it was finished and I opened it, my clothes were still dripping wet.  I have taken the front panel off and checked the belt (as I was told to do), but it is not broken.  What else could be causing this and is it worth repairing?

With the front panel off, set the machine to a spin cycle and start it. Does the belt turn?

No, it does not turn at all

Then the problem may be the motor or even the transmission itself.  I usually slip off the belt and try to turn the large center pulley in both directions manually. It is OK to run the motor with the belt off to see if it runs or not.

Either repair will be fairly expensive, and only  the motor is worth replacing on this machine. It is not one of the more dependable lines  of washers.

The idler will get gummy on this washer. The idler's springs also break. Especially the small one. The belt may be worn out. If the belt is slick on the outer portions it is bad.
