Simpson Oven, Cook top

Hi there.
All 4 elements have no temp control. I measured 230v on the (energy regulators) output, as well as the element while turning the knob 360 degrees.
Is this a common fault in old ovens ?
If so will 4 new regs fix this or should I check elsewhere.
