GE gas range top takes a long time to light

Working on a GE mod: JGBP35BEA7BB.  This is a typical gas range...nothing fancy...nothing out of the ordinary.  All top ignitors work and have good contact to burner caps.  The gas will barely come out to light though.  When a burner does finally light and after it runs for a few minutes...it works perfectly fine.  I can relight any of the top burners right on demand, but only after it has run for a few minutes.  I took a safety valve to replace but realized that's only in the circuit for the oven and does not involve the top.  Any ideas?  Maybe a new regulator?

so every burner does not light?
Does it light right off with a lighter?
Did you check the pilot hole on each burner head to see if they are clogged?

Every burner does light...Eventually.  pilot holes are clear. It's like the gas is being obstructed at first and then flows normally after a few minutes.

Remove the burner caps and burner assy if it will lift off and look at the small brass hex head orifice in the center of the hole below. Look for a grey ring around the center hole. That is electrolysis,simply take a needle and GENTLY clean the hole. After a while the gas reacts with the brass and causes the electrolysis making the hole smaller, reducing the gas flow and giving poor ignition.

I'm going back to try that and also blow some air through the lines.  There may be a spider web or something.  I'll let you know what the results are.

Update: went back today and inspected all orifices and they're clean. I flushed out all the gas lines and valves with my air compressor.  Upon testing I could hear gas as I opened the valve to the high setting. Then, it went back to its previous condition.  Gas just barely makes it out. Could it be the regulator? I've never had a bad regulator but what else is there?

I worked on a Jenn Air cooktop with this problem. All four burners were the same so I replaced the regulator. It didn't change anything so I told her to call a plumber. he found some problem in the gas line.

Sometimes if you take the regulator cap off invert it to LP then QUICKLY turn on and off a burner without lighting it. Then flip it back to Natural side. I have seen diaphragms stick and then when you "pop" it it will work. Then of course change the regulator. Use to carry a manometer but used it 2 times in 30 years so not worth it to me.
