You also need to read the instructions that come with the thermostat. Most of them do both gas and electric furnaces. Most all of them come set up for gas heat. You must move a wire on the thermostat for the fan to come on if you have electric heat. Did you?

Yes it is set for electric and programed per instructions

I do not understand why the fan will not come on unless the motor is bad.
have you checked it for continuity between white(common) and any of the 3 speeds:
 black/hi  blue/med  red/lo?

Motor is good. 240V into the board and 24V from C-G. Relay on board does not click nor does 240V come to the fan. Replaced board with another and problem still exist. I'm to the point of removing the board and just wiring up to a fan relay.

why do you need a dang board to run electric heat?
A sequencer will do the job with 24 volts.
