I have a couple issues with this one first the model serial tag is missing its 2005 era any one know if there is a model number any were else on the machine. Second is the real issue it keeps getting stuck in the heat fault ( clean light blinking ). the heater showed no sings of damage and meters good 9 ohms . The unit heats the water to 160 ish. The voltage at the heater under load is 110 vac ... thermosester meters good I'm stumped... its also missing tech the sheet.

Hey Falcon,
I'd also test to see if the heating element is shorted out internally with the exterior of the element casing. So, look for continuity between each terminal and the exterior of the element. It sounds like the element is doing its job well though.

Outside of that, I'd check to make sure the water level is high enough.
If yes, it sounds like a board.

Check the common door switch and burnt connections at heater.

See if there is a good part number on the console. Then use appliancepartspros.com reverse lookup to get a model number.  If it's intermittent, it's probably the door not closing right and leaving the neutral switch open.  Check for debris in the pump inlet, if it doesn't pump water, it can't heat it up.
