Freezer will not automatically defrost

Automatic defrost is not working, coils keep getting iced up.  And then the refrigerator starts to get warm.  Is this the thermostat or the Heater & Braacket Asm?  Help appreciated.

Here's what to look at: Remove the access panel in back of the freezer section. Get a hair dryer and thaw out the ice. The heater and terminator assembly should have a disconnect. If the heater tubes look black on the ends then that is the problem.
