no spin

i noticed sometimes it will spin sometimes not, one time when it wasn't spinning a turned the pulley to help it than it started spinning again. Is it the motor??? This is not one of those inverter board motors its a reg. motor...Is it possibley that clutch does that come withe the motor??  tks  for your help  JPG

When I look at the parts description for this model, it refers to the WH20X10019 as a "Clutch-Less Motor".

Which pulley was not turning until you spun it?  If it was the one on the motor, it does not appear to be a repairable part.  I'd go for a new belt myself if you cannot adjust the motor mounts for better tension.
