Heat Pump

I had a washer call at a rental.  The tenant said the air conditioning wasn't working.  Property manager told her she didn't have a/c and to open a window.  I don't work on heat pumps much but I took a quick look at it.  The outdoor fan motor is bad and the compressor is kicking out on the overload.  Since it wasn't on my work order, I didn't pull the cover off.  I know heat pumps normally have backup resistance heating.  My question is, if winter comes along and management hasn't fixed it, will the backup heat kick in or will the tenant be without heat?
