Washer Won't Work on Light Cycle

I've a Whirlpool LSQ9544KQ0 washer that won't work when set on the light cycle. Machine will fill then hang there. According to the diagram the machine should be doing a low agitate at this time. If you set the machine to Super it'll fill, agitate high, proceed through normal/regular, and then proceed into light where the low agitate works fine. The fact that the light cycle works fine when coming off the normal cycle indicated that the low speed winding was fine and that it was timer related. Replaced the timer and am still having the same problem though. Any thoughts on what this might be or how to troubleshoot further?

If I set the machine to super or normal it'll fill, agitate high, then drop to low and work fine. If I start the machine right at light it'll fill but stop there. Lid switch is tested and fine.
