Freeze Up

Working on a Samsung refrigerator Model# RS263TDPN and the evaporator is froze up solid ONLY on the top portion. Checked defrost heater and its OK,checked thermostat its OK, The board must be OK because it is not froze all the way down that means the board is turning on the heater Right?? ANY ideas that I should be checking ?? Thanks for any help!!

Maybe the heater is not staying on long enough.When the compressor is running ,is there frost on the whole coil?
