Refrigerator Step Motor Valve - What does this do?

Working on a Samsung Stainless Steel Refrigerator #RSG257AARS this thing seems to have a mind of its own. Compressor - Sometimes it starts, sometimes it doesn't. What does this Refrigerator Step Motor Valve do? Part# DA97-07070A will this effect the compressor starting? Refrigerator has a new Motherboard and Inverter Board. Anyone happen to have a Service Manual?

Is that the 3-way valve? That is a rotary valve that diverts refrigerant to the freezer evap or refrigerator evap depending on what the control wants to cool.
