your line migh be frozen.
The tube coming out from the valve to the dispenser is clear, and I can visibly see that there is no water flowing into that tube. Also, there's no water flowing to the ice maker either. So I don't think it's a frozen line.

When you try to dispense water to you here the water valve making a hum or a noise or vibration?You may need a second person for this.

yes, there is definitely a buzz from the inlet valve when it gets activated.

take off the kick plate or bottom grill and see if there is fast disconnect there and disconnect it and then see if water comes out down there which will go on the floor to see if it is frozen.This would have nothing to do with ice maker though.

yep, water pressure from the wall is very good. like a fire hydrant.

You might be able to eliminate the filter housing by using one of those John Guest fittings behind the refrigerator sense your  not using the filter water.Its probably a 5/16 by 5/16 fitting.Thats up to you.You can buy it from home Depot.

okay, so i took out the filter bypass plug and i pressed on this button and water shot out everywhere. so it looks like water is getting there fine. there must be something wrong going from the filter to the valve.

Yeah sounds like a bad filter housing ,but never seen one go bad
