Another thing I have found on these stoves. Sometimes, if it is acting funny (clicking twice, then not lighting) , I will unscrew the screw holding the burner tube and ignitor and install a bigger screw. If old screw has corrosion or crud on it, it doesn't ground good. Bagjr is right, grounding is very crucial on these stoves.
On the gas valve, you should have continuity between all 3 terminals. If you don't, replace gas valve.
