Subzero questions and observations

I have a model 590 and have observed the following.

Changing the cold control setting on the refrigerator side (all the way colder) sometimes takes approximately 20 minutes for the compressor to kick in.  Does the control act like an on\off switch or are there reasons that the compressor would not immediately start?  Or is the control or the sensor going out?

Also, the freezer side compressor is much louder than the refer side.  Is this normal?  The refer side is about as loud as the condenser fan (fairly quiet),  the freezer compressor is much louder.

I was able to reduce the noise substantially (approximately 6+ db) when the freezer side was running.  I used very small pieces of dense foam in a few key spots near the condenser that stopped an annoying and loud harmonic.
