Chinese Wine Fridge

I am new to wine fridges. I was looking at a "cheap" Chinese Wine fridge yesterday that wasn't cooling. No model number and the vaguest wiring diagram ever. It had two evaps . And solenoids that would shut off refrigerant flow to whichever side of the fridge that reached proper temp.  The compressor ran and I heard gurgling coming from the evaps but they didn't cool. I assumed low refrigerant and advised her to just junk it.  She got it for free and just wanted to see if it could be fixed.  I just want to make sure I was on the right path.  Thanks.

did you check to see if the solenoid's were energized open to allow the refrigerant to flow? tho you may not be able to find replacement parts.
